David Shearer is the Principal Consultant of CMI Consulting, a division of Carolina Management Institute, LLC. With more than 20 years of senior leadership experience across Behavioral Health, Acute Psychiatric Care, and Long-Term Residential Care services, he brings deep expertise in Business Operations, Fiscal Management, Program Development, Human Capital Management, and Organizational Development.

His consulting practice emphasizes Change Management, Program and Project Development, Policy Design, Data Analysis, Workforce Strategy, Organizational and Staff Development, and Performance Improvement—with a focus on clear, actionable solutions that strengthen organizational effectiveness and support sustainable results for care-delivery organizations and businesses.

David received his Master of Health Administration from the Medical University of South Carolina, holds dual human resources certifications, and is a licensed Residential Care / Assisted Living Administrator in South Carolina. He also serves as an Adjunct Professor of Health Administration at Webster University, teaching graduate-level courses in Organization and Management, Human Resources, and Financial Management.
